After his request to remove public suspicion from them by opening their minds for investigation was denied, Jack then begged them to at least meet with the judge and be interviewed by him. Legion refused to do that too.
But Jack was being pressured everywhere by Celine's family, so he didn't stop pestering them with this request. He begged them for a long time. After a while, Legion decided to listen to him.
Their slaves told Jack that they were willing to be interviewed by the judge. But the judge had to come to meet them at their base for the interview.
The people pressuring Jack refused their requirements. It was a good thing that they refused because Legion was trying to lure the judge out and seize him.
Even though they had ulterior motives, Legion also remained stubborn and refused to send their slaves out of their base to meet a stranger in an unsafe place. So the only thing that Jack could do was bother them every day about it.
