At first, Lyra was frightened by the idea of the government registering all curse users. Having read enough comics and thought creating enough comic plots, she knew it never ends well for all involved, so she was reluctant.
Ace tried to persuade her, saying it was the same as getting a driving license, gun license, doctor's license, or any other legal license. It was a way for you to ensure your government that you will use your skills and knowledge responsibly, and if you ever step out of line, you will be counting on them to stop you for the safety of others and yourself.
