After all, you can't just not fight a battle and open fire on SIDE2 filled with your own people, can you? Even if you're bold enough to do that, fire off your trump card right at the start, the Legion would seize the opportunity and during the first firing interval, locate the fortress cannon's exact position, attempt a desperate assault, and land on the lunar surface for a strong offensive against the fortress.
The result might be unexpected for everyone, a certain Consul actually took the initiative to abandon the Moon, relocated the main lunar fleet...
So now perhaps the Legion's commander is also quite perplexed, probably thinking there must be some sort of conspiracy here, unsure whether SIDE1 has some ambush or the Moon is playing a bluff, so they proceed with their original plan, launching an operation against SIDE2 and tossing cylinders, to see how you would respond after that.
