In a fantasy world like this, sometimes it was hard to tell whether the police were really the police, just as now it was hard to discern whether the citizens, who hoped to recoup their losses and demand an explanation, were the good guys or the bad guys.
A line of police officers firmly blocked those citizens from City Hall, repelling them like a tide each time they surged forward.
